A.    Responsibilities

The Technical Advisor Sustainability Cooperation will be responsible for;

  •   Planning and implementing cooperation systems concerning all pillars of sustainability in the textile industry
  •   Engaging the stakeholders in understanding, developing, and executing joint actions on sustainable textile practices including regional exchange and dialogue activities in the context of Textile Cluster
  •   Supporting the Component Leader in the planning and management of component to facilitate partner structure in managing dialogue and cooperation activities;
  •   Advising the project partners for achievement of programme objectives with regards to dialogue and cooperation as per interventions of Textile Cluster; 
  •   Facilitating the team and partners in implementing ‘Cooperation Systems Development’ strategies (fora, dialogue platform, thematic working groups, Community of Practice) and showcasing best practices among stakeholders within and outside of Pakistan;
  •   Facilitating the Component Leader in the daily management of the FABRIC programme and facilitating the implementation of regional exchange, dialogue and cooperation activities with various stakeholders;
  •   Sustaining the knowledge management of the component. 

The Technical Advisor Sustainability Cooperation will be performing the following tasks:  

B.    Tasks 

1.     Professional Advisory Services

  •   Develop and execute the skeleton of strengthening ‘Textile Industry Sustainability Forum’ including modes of cooperation, stakeholder participation criteria and engagement models;  
  •   Advise and work with stakeholders in identifying the critical issues of sustainability in the textile and fashion industry and support them in developing strategic joint action plans to address the priority topics. Assist them in building their capacity to execute action plans.   
  •   Facilitate and engage the stakeholders in establishing cooperation to improve coordination and performance for ‘Textile Industry Sustainability Forum’;
  •   Prepare and execute service packages to enable stakeholders in assuming the lead role for managing interventions of ‘Textile Industry Sustainability Forum.’
  •   Facilitate the textile cluster in developing coherence in multi-stakeholder dialogue and streamlining the action plans on sustainability in textiles and fashion industry.       
  •   Initiate, design, and extend support in the execution of analytical work to support sustainable practices in the textile and fashion industry including cross-cutting themes contributing to sustainable development;
  •   Promote consensus building and targeted involvement among the stakeholders on priority topics of sustainability in textiles.
  •   Identify topics, approaches, practices, and lessons learnt for developing cooperation activities at the regional level and execute them through various forums, dialogue and exchange platforms to facilitate sharing and learning among stakeholders within and outside Pakistan;
  •   Develop and facilitate a framework to strengthen the ‘Community of Practices’ on a regional level on sustainability in the textile and fashion industry;
  •   Engage local and international brands in the dialogue, exchange and cooperation activities;
  •   Plan and conduct surveys, feedback and studies regarding lessons learnt and best practices in collaboration with other regions within and outside Pakistan; 

2.     Management

  •   Support in managing the overall implementation of ‘Cooperation Systems Development’ within the textile and fashion industry value chain as per programmatic interventions as well as in the broader context of Textile Cluster;
  •   Provide support to component in the context of scaling up the ‘Cooperation Systems Development’ strategies, including the support to develop operational plans and evaluation measures;  
  •   Hire short term experts to support the implementation, guide them in developing work plans and monitor their performance in the context of impact;
  •   Manage the cooperation with stakeholders in Pakistan on behalf of FABRIC regional interventions; 
  •   Ensure innovation, digitisation and simplification as foundational elements in the cooperation management with partners. 

3.     Knowledge Management, Networking and Cooperation

  •   Support the knowledge management within GIZ to further develop the ‘Cooperation Systems Development’ strategies;
  •   Prioritise and promote research and development for textiles innovation by engaging textile and fashion industry stakeholders;
  •   Manage the involvement of stakeholders for knowledge sharing in the textile and fashion industry;
  •   Guide the communication team in developing PR material to communicate the benefits of various interventions;
  •   Facilitate the preparation of business cases to institutionalize the ‘Cooperation Systems Development’ strategies successfully within Pakistan and in close cooperation with regional and global textile projects mainly for FABRIC; 
  •   Coordinate with other components and regional/global textile projects to identify the joint topics and proposing the coherent work approaches and development concepts;
  •   Support cooperation with textile business associations, governmental stakeholders, private sector and other project partners;  
  •   Establish and develop networks for knowledge sharing and co-creation 

4.     Other duties/additional tasks

  •   Keeps project/programme documentation up-to-date;
  •   Performs other duties and tasks at the request of the superior/management;
  •   Carry out translation for international experts, when required. 

C.    Required qualifications, competences and experience 

Qualifications

  •   University degree in management or social sciences, public administration, environmental, textile or garment engineering, or economics or similar qualification of a relevant field. 

Professional experience

  •   At least five (5) years of working experience, of which three (3) years on dialogue & exchange, marketing, stakeholder’s coordination/ cooperation, communication and public relations;
  •   Proven experience in establishing an interactive dialogue platform and change processes through exchange between multiple stakeholders;
  •   Proven experiences in working with different stakeholder groups like public and private sectors and decision-makers;
  •   Work experience in advising industry related to sustainable development;
  •   Familiar with monitoring, evaluation and performance measurement approaches. 

Other knowledge, additional competences

  •   Highly motivated and able to work independently with high outputs of high quality;
  •   Excellent working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office);
  •   Excellent command of the English (speaking and writing) and Urdu language;
  •   Very good management and organisational skills as well as a high preference for accuracy and quality are a must;
  •   Strong skills in stakeholder relationship management;
  •   Willingness to travel, when required.
